Europe threatens breakup

The rush of refugees turns into a crisis of the European Union. The institutions are silent, and the member states are working against each other. EU threatens the political state of emergency, commented Bernd Riegert.

Really is astonishing when you see that due to the arrival of a large number of refugees lightly dismiss some fundamental European values. If something does not change soon, the attitude towards refugees, asylum seekers and migrants will become a really big challenge and test the stability of the EU.

Refugees are no longer guaranteed that they will treat them with dignity act in Greece, Hungary, and even in Germany. Refugee centers are overcrowded, operating a gang of smugglers, there is intolerance and incitement against refugees, but also unconditional camps by building the railway station or in the center of Brussels. All this is a bitter reality and has nothing to do with "solidarity between Europeans" about which so gladly preaches.

It seems that even German Chancellor Angela Merkel does not have a plan. On the one hand it states that the rules of the Treaty of Dublin, no longer work in the EU. On the other hand, it insists that Hungary, Greece and Italy must adhere precisely these non-functional rules when it comes to the registration of refugees arriving. "Dublin Rules" provide that the refugees and asylum seekers in the EU worry about her country in which they first set foot.

Dublin is dead, long live its own rules

So do not go. Germany, Austria and other countries which receive the majority of refugees, asking for the removal of current rules and a "fair" distribution of asylum seekers in all 28 member states. Most Member States is not affected by the current crisis and therefore has no interest in them to change the rules, particularly for the introduction of the distribution of refugees on the basis of some quotas. As long list of refugees wanting to get their hands Germany, Sweden or Austria, things are just fine - is considered to be in Poland, Spain, Ireland, Finland and other countries.

Solidarity? None of that.
In this way, the pressure of the current crisis existing legislation breakup of itself, and the EU helplessly watching. Right-wing government of Hungary is trying to overcome the chaotic situation by raising barriers against Serbia and failing refugees to Germany and Austria, which is a violation of applicable regulations. Austria and Germany from that dam protests and enhancing border control. Chancellor of Austria openly threatened financial sanctions EU countries that do not show solidarity, which, among other things, drawing funds from the EU budget in which Austria paid more money than it gets back.

Spare me, go to a neighbor

Among the European countries would thus soon be able to create conflicts which could lead to the abolition of freedom of movement within the "Schengen area" and the reintroduction of border controls. If you can not rely on the fact that other EU countries must comply with the regulations, then there is nothing else than to individual countries themselves assume the protection of their borders. It is a logic that jeopardizes what has been achieved within the EU. On the issue of refugees has long been a principle applies: spare my house, burn neighbor.

Crisis-hit Greece, which has just rescued by the EU showed enormous solidarity on the issue of refugees is still a few years ago rejected any codes of conduct. There are no homes for asylum seekers or processes during which decisions on asylum applications. Greece people that is required to ensure just sent to the north and "dumping" them on the so-called Balkan route. Through Macedonia and Serbia refugees then cross the border into Hungary, also a member of the EU, although in Greece, already entered the territory of a country from this organization. To some extent one can understand the attitude of the government in Budapest to which this development is unacceptable. Italy behaves in a similar way, in a somewhat milder form. UK trying to isolate and has a dispute with France over control of the port in Calais and the entrance to the Channel Tunnel. It's a shame that this is happening in the middle of Europe.

Announced crisis

No one in Europe was not prepared to increase the number of refugees, although it was predictable. Even Germany. The country has for years been reducing capacity to receive refugees, rather than increase. The federal government and the federal states argue over who is responsible to bear the costs of accommodation of these people. Federal authorities have too few officers in departments who make decisions on asylum applications. Neither the EU headquarters in Brussels, there is no better news. The European Commission has just revived after the summer break, and mentions in passing that in May adopted a plan of action of the ten points. Member States have not implemented. Even then, the Commission has noted that in Spain and Greece due to the large number of refugees government "state of emergency". Even then, there has been a much-needed transfer of refugees or asylum-seekers to other EU states.

If EU interior ministers, which normally meets only 13 days, not reach an agreement on the reform of the "rules of the Dublin" on the establishment of asylum centers in Italy, Greece, Hungary and Bulgaria, and the key to which will be made by the allocation of refugees Member States, then the EU will return to the storage time limit on the level of individual countries, at the time of the ramp, wire and walls. Then you, regardless of the fate of the refugees, the whole project of a united Europe plunged into a deep crisis.
