SDA, SBB, SDP, DF and NS proposed legislation on constituencies
Will there be a new attempt to solve the problems in electoral legislation? This time this could happen at the Entity level, through the Proposal of the Law on Electoral Districts. Although announced today, the proposal of five parties from the Federation has not yet reached parliament. However, it is not excluded that signing could happen already tomorrow.
The Law on Electoral Units in the Federation of BiH - in principle, five parties provided support. However, the unknown is a lot. Among them - when will they reach Parliament, but who should guide it?
"Another official proposer, since no one has signed it yet, but it is true that five political parties discussed the law: SDP, DF, SBB, NS and SDA," said the SDP Club president at the PFBiH House of Representatives Elvir Karajbic.
What is known is that the text of the text should be last year's SDP and DF proposal of the law, which consists of two parts. The first is governed by constituencies and the number of mandates for the House of Representatives of the Parliament of the FBiH. Another way of filling the House of Peoples through the principles of the Constitution of the Federation. Practically, this means that the 1991 census would be used and respected the provision that a representative of each constituent people from each canton receive at least one seat if elected to the cantonal assembly.
This proposal has already been overly unfounded once because representatives of the SDA and HDZ BiH did not appear at the session of the House of Representatives of the Parliament of the Federation. In the meantime, for SDA, this proposal has become acceptable.
"We will do everything to come up with such a proposal in the FBiH Parliament that will ensure the smooth formation of power, which will ensure the equality of the constituent peoples. Of course, and all this is in accordance with the Constitution, "said Ismet Osmanovic, president of the SDA Club in the PFBiH House of Representatives.
HDZBiH remains at an earlier position. The Federation does not have its own electoral law, they say, and this story ends. The court decision following Boža Ljubić's appeal is explicit, it is only possible to implement it at the state level. Hope lies in the coalition with the SDA.
"Our position on this issue is the same, and we hope that the colleagues from the ruling position will remain faithful to agreeing that everything that is controversial, and referring to national issues, should be brought to the agenda," said Jozo Bagaric, president of the HDZBiH Club in the PFBiH House of Representatives.
The possibility of resolving this issue at the federal level is due to the failed multiannual negotiations between the local authorities and the international community. However, if the implementation of election results is discussed in the Federal Parliament, the HDZ BiH is already announcing the next move. Thus, no reference to the protection of vital national interests is excluded.
