Federal mega cantons, 'mega spoof' or third BiH. Entity
The leaders of the SDA and HDZ BiH opinions are to the merger of the Federation cantons reduce the administrative apparatus and the cost savings would be huge.

Reducing the administrative apparatus entity Federation of Bosnia and Herzegovina, as well as big savings are the key arguments presidents of the Party of Democratic Action and the Croatian Democratic Union of Bosnia and Herzegovina, Bakir Izetbegovic and Dragan Covic, the proposal on the creation of new cantons, the so-called megakantona in this BiH entity.
Under the proposal, some cantons in the Federation of Bosnia and Herzegovina to be connected, thereby gain access to internal reorganization of that part of the state.
However, the proposal was opposed by the leaders of the Social Democratic Party of Bosnia and Herzegovina, who characterized the proposal as "megapodvalu", because it would, in their view, shared by the Federation of Bosnian and Croatian part and so create an ethnically pure territory.
President of the SDA Main Board Halid Genjac responds that the aim of unification Canton rationalization. The idea, he says, the cantons together geographically and traffic principle.

Regional reorganization
One of the vice-president of SDP BiH Miro Lazovic believes that the merger of cantons in the Federation was not a realistic option. According to him the current division of Bosnia and Herzegovina into two entities and unnatural to oppose the tradition of the Bosnian way of life.
"The Federation, which consists of 10 cantons, further complicates the atmosphere of political, economic and social life in Bosnia and Herzegovina, and it is one irrational, inefficient and very costly solution. In this context, it is expected to move into the constitutional and legal and territorial reorganization of Bosnia and Herzegovina, but not in a way to unite the cantons ", opinions Lazovic.
He recalled that a few years ago the US administration in Bosnia and Herzegovina launched the project of constitutional reform and believes that it should be kept that project.
"This project has been under consideration in the Federal Parliament and should be returned essence of that decision," said Lazovic, adding that the merger of certain cantons may arise dilemmas and fears of the citizens of the Federation.
For a functioning BiH
Editor Mostar news portal Flash Berislav Juric believes that the Federation tried all possible modes of operation, and it is time for change.
'Since the citizens of the Federation of the main arguments against the government that spends too much, it is logical to do something to reduce these expenditures, "he said.
Juric is of the opinion that it is logical that some cantons unite.
"The convictions come from all over, but Dragan Covic has repeatedly said he does not want a third entity, although I think it's just a cover. But, on the other hand, I think no one should have anything against a third entity if that entity would lead to a more functional and more normal state, "concluded the editorial staff is Flash.
In his opinion, "the merger [Canton] could lead to create an ethnically pure cantons and new constituencies, which would be ethnically territorialized".

Professor at the University of Mostar, Slavo Kukic believes that for such a reorganization requires political will and that many things have to hang up.
"I think that the existing territorial structure of Bosnia and Herzegovina and unreasonable to swallow a large number of resources that can be channeled into the development. At the moment it is unrealistic to expect that the corrections undergo complete territorial structure of Bosnia and Herzegovina, due to the fact that RS does not agree to it" considers Kukić.

'Third'
He claims that if Izetbegovic and Covic expressed a desire to rationalize the Federation, there is nothing more logical than that the cantonal level, as well as central government, completely eliminated.
"This is a geographical area with two million inhabitants, which really is no reason that there is a level of government between the municipalities and the Federation. If they are not willing to do so, then the question arises whether their willingness to rationalize true, or something behind it second, "explains Kukić.
According to projections, connecting cantons would be performed so that one included West Canton and Livno Canton, others Herzegovina-Neretva and Central Bosnia, and they become one single entity, which would make the Croatian federal unit, or a third entity.
"If that's it, then it is an idea that is disintegrating and that should not be supported. That reorganization would be a blow to the stability of Bosnia and Herzegovina and completely make sense to the existence of civil parties in Bosnia and Herzegovina. She challenged to new demographic movement of the population. This would mean that we are back to the 17th century, and then Bosnia and Herzegovina resembled a 'tiger's skin', "he concluded Kukić.
HDZ BiH said that the official attitude towards the idea of megakantonima still do not have and that concrete agreements are expected. Although we are in touch with Marinko Čavar, president of the Federation of Bosnia and Herzegovina and member of the Presidency of the HDZ BiH, was not willing to make a statement.
