IZETBEGOVIĆ: We commit ourselves to promote and improve the protection of civilians

BiH Presidency Chairman Bakir Izetbegovic, speaking today at the round table "The political leadership in preventing and ending conflict," in Istanbul, said that Bosnia and Herzegovina has experienced first-hand the critical importance of political leadership in times of extreme conflict.

- We trusted that the international community has learned from the failures in my country, and the price in human lives was very high. These failures should be sobering enough for all of us, an occasion for reviewing the relationship to the conflict and to improve their prevention and termination. Pictures from Syria and the Mediterranean coast are deeply painful reminder that these lessons have not fully learned. Yet we fail to translate its promises into action. There are too many countries and societies trapped in conflict and cycles of violence, causing tremendous suffering to the people - said Izetbegovic.

We work hard, he said further, working to create a normative framework and institutional capacities which will prevent and okončavati conflicts, but we always fail to be poured in the result.

- To be more effective in preventing conflict, we need to be more effective in eliminating their underlying causes in a comprehensive manner. For this we need a deeper understanding of the social, cultural and economic factors in the path of conflict, not only political and military, as well as broader, multidimensional vision and coherent strategy in seeking solutions. Above all, to stop the conflict it is necessary strong political leadership that raises the necessary will and resources to the ideas were implemented. Such action is not devoid of risk or deprived of cost in human and financial terms, but we must poduhvatiti for the benefit of humanity that binds us - said the Chairman of the Presidency of Bosnia and Herzegovina.

He added that Bosnia and Herzegovina undertakes to successfully prevent conflicts reveal gathering, processing and sharing best practices and lessons learned.- We will support the United Nations in convening the "World Forum on the Prevention of Conflict" by 2020, and we will ask the Secretary General to develop a comprehensive plan to strengthen the capacity for conflict prevention with the UN, based on the lessons and recommendations arising from the recent reform process and audit - said Izetbegovic.

- We commit ourselves to promote and improve the protection of civilians, by strengthening respect for international humanitarian law and human rights, and action based on the early warning signs of possible conflict. Developing and strengthening the common framework for analysis of the risk of conflict, including early warning mechanisms at local, national, regional and international levels is an important component of this obligation - he said.

To reduce the risk of conflict BiH requires consistent application of Articles 99 and 34 of the Charter of the United Nations, to the Security Council emphasized preventive diplomacy in situations which may arise from conflicts and threats to international peace and security.

We commit ourselves, said further BiH Presidency Chairman, that we will improve the capacity to prevent and resolve conflicts at the national, regional and international levels, working on improving the skills of personnel involved in the analysis, prevention and resolution of conflicts in the relevant state institutions.

- Through the Training Centre for Peace Support Operations (PSOTC) our armed forces can share their expertise and experience, and to offer training courses for international forces are preparing for a schedule in peacekeeping operations - he added. - We are committed to establish an inter-ministerial working group to be broadly focus on peacekeeping operations and respond to the crisis - he said.Among other things, Izetbegovic said, she will work on the development and training of military and civilian medical resources to be able to be effectively used and distributed in cases of natural disasters or in peacekeeping operations.
