BiH citizens for more than six months have eco-tests when paying for a vehicle five times more expensive
Representatives of the Ministry of Communications and Transport of BiH, the competent entity institutions and the Brčko District, will draft a new price for the technical inspection of the vehicle next week, although five months ago it was found that the increase in the eco-testing in FBiH is not in accordance with the law.
The new Rulebook on the Exhaust Gas Testing of Motor Vehicles in the FBiH began to apply from 1 January 2017. Thus, drivers in the Federation of BiH for six months instead of 5 KM, the eco test is paid for 22, 32 or 36 KM, depending on the engine of the vehicle. From the Ministry of Communications and Traffic, we learn that the working group in charge of creating a new rulebook yesterday held a meeting.
"They agreed to make a proposal for a new rulebook in which certain provisions would be integrated into current prices, which means that an eco-test would be carried out within the existing price of a vehicle inspection." The working group will submit the proposal of the new rule book to the entity ministries next week. Only after their reactions will we have a clearer picture, "Igor Pejić, the secretary in the Ministry of Communications and Transport of BiH, told us. It has been announced earlier that new vehicle technical inspection prices should be known in April, and adopted by June. However, we have already entered the second half of the year, and the proposal of the Rules has not yet been created or sent to the competent authorities for consideration.
As we learn from Pejic, due to holidays and other obligations, the representatives of the working group that need to harmonize the new rules were not able to meet earlier. "It's going to be settled for 15 days. It's not about the Constitution, so we wait for it," Pejic added. BIHAMK data show that nearly 550,000 vehicles are registered on average in FBiH every year. If new vehicle technical inspection prices are not adopted by the end of the year, the authorities could illegally charge nearly 14 million KM from drivers.
In addition to the new unique price list for technical inspection of vehicles at the level of BiH, it is announced that other regulations in the field of traffic will be revised. It is not yet known whether drivers from the FBiH, who still pay an eco-test at a higher price, can expect a refund.
Reminding, the Rulebook on price increase for eco-testing was adopted by the Federal Minister of Transport and Communications Denis Lasic in late 2016. Five months ago it turned out that this Ordinance is not in accordance with the law, since only the state minister of communications and transport can make changes to the regular technical inspection of the vehicle, including the eco test.
