The Chairpersons of both Houses of Parliament of BiH, Borjana Krišto and Ognjen Tadić, signed and sent the Law on Excavations to the Official Gazette of BiH.

By publishing in the Official Gazette, the Law, which is adopted in two versions, will enter into force. What will then follow, which version will be applied, and who is responsible?

Ognjen Tadic says he was pleased to put his signature on the Excise Act, which was adopted in two languages in two versions. This will help the announced appeal of Mladen Bosic to the Constitutional Court of BiH for reviewing the constitutionality of the Law.

"I think it will be further strengthened, and perhaps even crucial with this fact that there are different texts in different languages, and in relation to the same law," Tadic said.

Regardless of the outcome of the announced appeal. Is it a question of enforcing the law? The law in Croatian and Bosnian envisages that the collected money will be paid to special sub-accounts in the Central Bank, while in Serbian there is no such determination.

"We will see how and in what way, it will be possible to go back to the procedure, it is possible that such a solution must be established. It is necessary to determine the responsibility to which it is. I do not even think that this is just a failure," Barisa Colak said.

At today's session of the Council, at least in the open part of the session there was no word about establishing a commission that should determine who was responsible for this failure.

"It was made in the Secretariat of the Council of Ministers where it was obliged to edit this legal project," says Safet Softic.

The Indirect Taxation Authority is not proposing the set of laws in question, nor did it submit it to the Council of Ministers of BiH, nor to the Parliamentary Assembly of BiH, for consideration and adoption. It can not be held accountable for the perceived failures.

"If you go to conspiracy theory, it may have been deliberately done all this in order to get a loan without incurring this type of obligation," Tadic said.

"Of course, and within the two houses, there are obligations of the lecturers that the checking of this lawsuit in question should be addressed to the secretaries of the homes responsible for this issue," Softic emphasized.
