In December 2017, I received a letter from the Minister of Internal Affairs, BH. the RS entity through which it exerts political or police pressure on me, giving me instructions on how to act and what I should do.

Ramiz Salkić, Vice-President of the Republic of Srpska, sent Valentin Inzko, High Representative to Bosnia and Herzegovina, an open letter, which we transmit in full:

I am addressing you this way as the first man of the Office of the Hihg Representative in Bosnia and Herzegovina, an institution that has key rights and obligations regarding the implementation and interpretation of the Dayton Peace Agreement. Events in BH. the RS entity has recently received serious proportions and threatened to disturb peace. On several occasions I informed you, but also other, both domestic and international institutions and organizations, about the situation in BiH. the RS entity. I warned of: a serious violation of human rights; violation of the Constitution and laws in this entity; violation of the right to language and education; violation of the right to choose a place of life (the right to return) through the conduct of discrimination in employment; violation of the Constitution bh. entity of RS - Article 97 on equitable representation of constituent peoples in entity institutions ...

Also, I warned you about the violation of the Constitution of Bosnia and Herzegovina and the separatist activities that are systematically implemented by the authorities in this entity. The fruit of such a systemic action, behind which is the Government of BiH. the RS entity and the President of BiH. the RS entity, is a serious political, religious, and recently (para) military radicalization of this part of Bosnia and Herzegovina. I am afraid that in the next phase such a trend will not be able to be stopped without consequences.

Dear High Representative,

I have the impression that all these warnings from my Cabinet in the past period passed without an adequate response, which in some way gave the wings to individuals, groups, the Government and the President of BiH. of the RS entity, encouraged them and led to even more radical action.

In December 2017, I received a letter from the Minister of Internal Affairs, BH. the RS entity through which it exerts political or police pressure on me, giving me instructions on how to act and what I should do. As a democratically elected representative, I must act according to my free will, according to conscience, respecting the Constitution and laws. Those who needed to give me that freedom, they are just pressuring and denying it. The culmination took place on February 13, 2018, when I received open threats by Milorad Dodik, President of the BH. of the RS entity. He told me to "watch what I say and to discipline myself" he also gave populist statements that he would sanction me by reducing my salary, causing in this way the citizens of Serbian ethnicity superiority, revolt and directing their reaction so that they also sanction everything those who think differently - that is, Bosniaks. Such action can lead to serious consequences.

I am afraid that due to the lack of adequate reactions by the relevant institutions and the OHR in the past, at this moment the situation may escalate and be torn off under control. That is why I urge you to take the measures that are at your disposal in order to curb the system and individuals who do not want lasting peace in Bosnia and Herzegovina.

In this way, I express serious concern for the development of the situation in returnee communities. If the president of the entity can threaten the first-born Bosniak in this entity, what can other citizens of non-Serb ethnicity expect? Particularly, it worries Bosniak returnees in the light of recent events and the launching of a larger arms procurement process for the Police, which is almost one-national. This can produce a state of fear, psychosis, and encourage the emigration of Bosniaks. It is our duty to prevent such an opportunity.
