One prison in Tennessee has offered prisoners a reduction in their sentence if they agree to vasectomy or contraceptive implants, NewsChannel 5 reports

Vasectomy is a procedure of permanent contraception that binds seedlings and thus blocks the release of sperm from the scabies. The procedure lasts less than an hour, usually only ten minutes, and the recovery is only a few days. In case they decide to participate in the program, they will be fined for 30 days in prison. The program was fiercely criticized by both the local government and the American Civil Rights Association, who said it was an anti-constitutional proposal.

The program has been in place since May 15th, and the license was signed by Judge Sam Benningfield. So far, 38 men have consented to vasectomy, and 32 women have implanted contraceptive implants. In an interview with NewsChannel 5, Benningfield said the program should demotivate those who have a criminal past to "have children, but can not support them."
