UN: Russia shot down a resolution on Srebrenica
The vote on the resolution, ten members of the Security Council was 'for' Russia against and two members abstained.
Voice "against" Russia, a permanent member of the Security Council failed to adopt the United Nations resolution on Srebrenica, the document proposed by the United Kingdom.
Ten Security Council members voted for the resolution, Russia against, and Nigeria, Angola, Venezuela and China were restrained.
After voting, Samantha Power, the US ambassador to the UN, recalled at the beginning of exposure to the journalist in Sarajevo at the time of the fall of Srebrenica.
She said Russia's veto breaking hearts families of the victims of Srebrenica.
"Why do we always have to recount this terrible confession victims? We're trying to learn something from their collective errors, governments - including my own government - which had the power to prevent a crime, and it did not," said Power, and continued:
"Milorad Dodik [President of BiH. Entity Republic of Serbian] last week called genocide the biggest fraud of the 20th century. We have heard such statements from those who deny the Holocaust and the genocide in Rwanda. Individuals using such statements. They humiliate themselves and lead astray those who are. "
"In the Srebrenica genocide. This is the conclusion reached by the ICTY and the ICJ on the basis of a large number of evidence. Denial of genocide not only insults the victims, but also an obstacle to reconciliation. Imagine that you are a mother who lost five sons in the Srebrenica genocide, and say that you will lead to the denial of genocide reconciliation. Such madness is actually led to the genocide in Srebrenica. Imagine that was you, they are your family, and that you thereby deny the experience. "
"This Council has done everything in its power to persuade Russia to accept this resolution, although it does not name the perpetrators. But Russia is a red line across which did not want to move. She did not want to accept the word genocide. The Security Council again did not meet their obligations. "
"This is a veto on the fact of the Genocide," said Power.
Then the word took French Ambassador Gerard Araud and said:
"Russia objected and moved on from the past, claim they want reconciliation and facing the future, and to reconciliation can be reached only by recognizing the genocide. Justice is the basis of reconciliation and peace. This is a commemorative goal, but he was facing and the future and to reconciliation in the Balkans. We are deeply sorry for failing, but we will not give up, but we will continue to work for reconciliation "
A minute of silence
Before the presentation, the Russian ambassador to the UN, Vitaly Churkin asked for a minute of silence for the victims of crime.
He then said that the world has witnessed many crimes during the Bosnian war, as well as the conflicts in the former Yugoslavia.
"The draft that the United Kingdom has submitted a distortion of the truth which is the fault shifted to one side, which can result in further divisions in BiH. Company. Therefore, we have proposed an alternative version, but it has not received support. All this can lead to interference in the internal issues of certain countries. The British draft, many responded that showed that this project will not help peace in the Balkans region back into a period of tension, "he said, among other things, the Russian ambassador and that should punish all criminals.
At the close, Churkin said that the authors of the draft calls "destructive document" that it is not put to the vote, otherwise Russia will vote against.
Deputy British Ambassador Peter Wilson later said that the draft hard done and it should be noted that the draft does not accuse the Serbian people, but calls for reconciliation and accepting the past, and that the UN learns from mistakes.
"The crimes of the Srebrenica genocide and to show earlier judgment," he said, among other things said that there should be a vote.
Reporter Al Jazeera, Ivica Puljic earlier reported that the continuing drama at the UN headquarters.
"What is new in the paper, I can not say. I saw a variant where the word genocide is not linked to Srebrenica, but the word 'genocide' changing the words "terrible crimes". When it comes to the convictions of genocide, it says the word, but is not tied to Srebrenica, but globally speaking. Well, that's one option, and the other was left tying the word 'genocide' with Srebrenica, "reported Puljic.
"Further negotiations into the night, the Americans and the British gave in and asked for consultations to BiH. BiH Ambassador to the UN, at the entrance to the hall, told reporters only: "What would be a resolution that does not mention that in Srebrenica was genocide, such a resolution should not be us! '"
