Negative opinion on the increase of excise tax for oil

Committee on Finance and Budget House of Representatives of the Parliamentary Assembly by four votes "for" and five votes "against", not today, in the first committee stage, supported by a set of laws relating to excise, which was proposed by the Council of Ministers. They are: Bill on Amendments to the Law on Excise Duties in Bosnia and Herzegovina, Draft Law on Amendments to the Law on payments to single account and allocation of revenues and the Draft Law on Amendments to the Law on Indirect Taxation System in BiH.

The proposed set of laws provides for an increase in the excise tax on fuel by 15 cents per liter, for the construction of highways and roads. For the principles of the proposed law voted members of the Commission: Predrag Kozul (HDZ), Amir Fazlic (SDA), Mirsad Isakovic (SBB), Dusanka Majkic (SNSD), while against were: Salko Sokolovic, who stepped down from the SDA Caucus, or is still a member of that party, Damir Becirovic (Democratic front), Jasmin Emrić (A-CDA), Nenad Lalic (SDS) and Aleksandra Pandurevic (SDS).

The House of Peoples of the State Parliament in early April this set of laws adopted by urgent procedure and principles of the proposed law (first reading) The House of Representatives should be considered at the session scheduled for May 10. Minister of Finance and Treasury of BiH Vjekoslav Bevanda after the meeting told reporters that he rejected a set of laws regulating the introduction of excise dedicated to securing a loan contracted or are in the process of contracting for the construction of roads and highways.

According to him, the positive is that, by majority vote, adopted the Law on the Deposit Insurance Agency. Speaking of what carries the risk of the decision not to support a set of laws on excise duties, Bevanda said that, first of all, there is the effectiveness of these loans, there is no arrangement with the IMF.

- As for me I think it's a shame - said Minister Bevanda.

Chairman of the Committee for Finance and Budget Predrag Kozul (HDZ BiH) after the session told Fena that this committee today with one vote more "against" is not supported by a set of laws relating to excise duties.

- Those of us who were "for" these laws, we need to give reasons for their decision-development plans of our country. The infrastructure here is very important segment. Regardless of all that we occasionally speculate about that part of the funds can save or spend inappropriately, it is clear that without ovakavog one model we can not go into further debt contracts, and without these credit commitments we can not build infrastructure, highways - said Kozul.

He also said that this debt has to this point the best model for this type of projects. Member of the Commission Mirsad Isakovic (SBB BiH) supported the principles of the proposed legal solutions, but reporters after the session said it was disappointed with the outcome of the vote, adding that "this was a good opportunity for huge capital to come in BiH".

- When I say this, I mean not only to the IMF but it comes and EBRD, Kuwaiti bank etc. - stressed Isakovic.

Point out that for some members of the Commission and the Law on the deposit was debatable, adding that the four law "reform laws". Member of the Commission Dusanka Majkic (SNSD), who voted "for" the principles set excise laws told reporters that a number of reasons bad as it is not supported.

- BiH has a poor road infrastructure. One who does not have good infrastructure is away from investment and from about a new job, new financial aranžnama. They'll turn us back these financial institutions with whom we have cooperated - considered Majkić. According to her, those who determine the price of fuel in BiH will not make any concessions on it, "they will increase whenever the kind of oscillation occurs."

- Another thing, a country that aspires to makes steps towards the EU, it needs to listen to and what in this way should do - led Majkić.

Question is how will the international institutions "that accompany our movement on the path to judge politicians in this country if they are unable to fulfill a single condition"? Member of the Commission Aleksandra Pandurevic (SDS), which is not supported by a set of laws on excise duties, told reporters that, given the state of our economy and our agriculture, "fortunately did not receive support." She stated that some businessmen from Banja Luka, which employ about 1,500 people, she wondered how much it would cost them this increase in excise taxes. The response was 150,000 KM annually, and that it can not stand and that they are left or to increase prices, or to release employed workers.

- And we're not talking about the fact that this would be Poptun collapse of our agricultural production and farmers who Souci is adapted under the Stabilization and Association Agreement. It is irresponsible and unacceptable that here we get the analysis which are highways that will be made, who will have them used, whether they are cost-effective in general - said Pandurevic. Member of the Commission Damir Becirovic (Democratic Front), which was set against the law on excise duties, after the meeting told reporters that he would not be surprised if the Council of Ministers of BiH get back "a version, amended with brackets and counts".

- It's possible to expect from them. But I think, if it comes back, if we have a second negative opinion of the Commission, this is the reason for the resignation of Denis Zvizdic and the Council of Ministers - said Becirovic.

According to him, this proposal "simply does not pass, there is no majority and should be thrown out procedures in the Parliamentary the Assembly is".
