Financial malversations of political parties in BiH
The Central Election Commission of BiH, after the Information on the conducted review, control and audit of the financial reports of political parties for 2015, announced the initiation of a procedure for determining responsibility and possibly sanctioning political parties for violating the law.
Whether these are big parties of state power and the opposition, or those that fill up municipal offices, irrelevant, malversations are noticeable in most audit reports. Amendments to the Law on Financing of the Parties have a place, but the question is who it is in the interest.
A new report, new evidence that those who bring them, many laws evade themselves. The Law on the Financing of Political Parties, in this case, provides for the publication of each brand that enters and exits the party. But when we look at the report that is public, we see a number of transactional misconceptions.
"The client has not registered non-cash donations on business premises for free use of business premises."
This sentence is inevitable for most audit reports of the ruling and opposition parties.
The Democratic Action Party (SDA), which has the most reported revenues in 2015, is the leader in this type of business cooperation with municipalities. In addition to public institutions, the takeover of power is expressly occupied by public companies. That is, they say in the Coalition under the magnifying glass, an alarm that the Law on Political Party Financing is changing urgently. Difficult, because this kind of system suits many.
"These public companies in BiH have big money, this fight indicates that the way political parties are financed is not transparent at all. We come to that crucial question, whether political parties, or their representatives in legislative bodies, want anything to change, the way of financing is adequate, "Vehid Šehić, Coalition Pod Lupom, said.
And it also corresponds to private companies, which are at the top of the financiers of political parties. In the incomplete documentation they submit to the Central Election Commission they usually do not, or very few.
It was found that the SNSD received an attachment from a legal entity that has concluded contracts on public procurement of works with executive authorities at all levels of BiH for a value of more than 10,000 KM.
It is easy to determine which companies are doing, when in the post-election period we look at public procurement procedures, say the citizens' association Tender. The amount of money spent in public procurement is significantly higher in the election years.
"Such firms generally have a direct interest in winning a political option, they finance a campaign, and then it has a tremendous impact precisely because they financed this political option. Whenever a tender is published, regular technical specifications are prepared in a way that suits These firms are easier to get to work, or to compensate for this investment in the election campaign, which is certainly illegal, and this is a disguise of the very way of financing political parties, "said Igor Vukajlovic, Citizens Association" Tender ".
The list of irregularities of an increasing number of parties participating in the election process is enormous. Sanctions for parties that do not fulfill the legal obligation to report are certain. For the rest, CEC BiH will deal with already at some of the next sessions.
