Just because of this feeling of isolation from the political and economic problems that shake the underdeveloped south of the continent, the brief briefing received by all Swedish residents stirred memories among the members of the great Bosnian Diaspora and reminded them of the turbulent times that had survived in the early 1990s. Namely, recently, all home addresses in the country send a brochure in which citizens give precise instructions on how to behave in the event of crisis and war.

First instruction after the Cold War

This kind of information citizens of Sweden have not received since the Cold War era, says an artist from Jajce living in Sweden, Saahin Omerspahić, describing his own surprise when reading the content of the text.

"There was a little information, instructions on how to behave in the event of a crisis and a war. Similar instructions were given for the last time during the Cold War at the time of blockade divisions. Then it was never before. It was not scared to me at all and I did not give it a great deal of attention, but I'm in a little bit of caution. For, a man when a serpent sits in and lazy is afraid and that's the reason. I do not know if there is a real reason for this, but there are events that say that there could be, if anything, the situation between Russia and NATO sluggish ".

The manual contains very specific things that must be done in the event of an outbreak of war, and the civilian population must follow instructions. Omerspahic says that the most important is good information, and this is probably the reason why the instructions at the very beginning are given the numbers that can be contacted in case of a crisis situation.

"Specifically, it is first stated which phones to call in case of certain dangers, airborne and the like, that is, if you are endangered, how to behave. This is first stated in the instructions - who to call and what numbers to call. There are also these collection points where they gather in the event of an attack. I live near a military camp and a barracks where shooting is done and we have one assembly site just close to that barracks. "

It is interesting, Omerspahic explains, that in Sweden there is very little talk about instructions distributed to citizens, and it was particularly surprising when he heard a general of the Swedish army in a television show talking about the numerous state of the military, comparing it with the strength of the Russian army. Then he saw that the reason for the issuing of the instructions was a vague threat coming from the Russian side and which was spoken with great care in the Swedish media.

In the media silence

"Very few media write about it. I was surprised when I saw on the television some evening that some of their general spoke about the numerous state of Russia's airplane in that part of Russia towards the Baltic Sea, and how many aircraft there are in the Swedish Army, then in the Norwegian and Danish armies. It was surprising to me because they are very careful in this and I have the feeling that many still hide. Let me say, last year, while I was in Bosnia, I read that a large military exercise in the north of Sweden will take place, involving thousands of NATO troops in cooperation with the Swedish army, while nobody has reported anything about it here. Omerspahic could not resist accepting the instructions and sharing his thoughts on Facebook with the virtual community of his friends. He was quite surprised by the varied reactions of people after which he tried to understand what geostrategic reasons might be the cause of this latent Swede-Russian hostility.

"After my post on Facebook, there were strange reactions and a reaction with a precautionary and fearful response. Still, the world took a little careful approach to it. I'm not afraid, but there is some kind of caution and some kind of fear in man, although the world believes that nothing will happen. But, for example, when you consider that Sweden is not a member of the NATO Pact, there are politicians and people in power who would like Sweden to NATO. This does not suit the Russians because they want to be certain of that part of the Baltic. Through their Baltika their main gas pipeline for Europe and Germany is, therefore, of its strategic importance. "

Production of vulnerability

That Russia is a real threat to the security and state integrity of Sweden and other Scandinavian countries is totally irrelevant, because after the start of the war in eastern Ukraine, such a feeling is continually creating among the citizens of that part of Europe, military analyst Aleksandar Radic says. This is best seen from the fact that the allocations for military purposes in all Scandinavian countries have increased.

"The atmosphere in the Scandinavian countries was created that the danger was real, and Sweden, Norway and Finland reacted very strongly after the crisis in Crimea and eastern Ukraine began and it is very noticeable that these three countries are now investing in strengthening their defense, and above all in raising awareness nation that some crisis moments may occur. It is part of a wider attitude towards Russia, because if we look at the Baltic coast of the Baltic republics, NATO battalions are spread, but the Scandinavian countries, each undertaking actions to raise awareness and create an atmosphere of vulnerability in those countries. "

Two things are crucial to understanding the Swedish authorities' move, Radic says. The first is, as he can see, that this is a quite legitimate way of preparing for a possible attack on a responsible country, and the other is that Russia has no power to make any serious security threats in that part of the world.

"The responsible country is acting in such a way as to protect its interests and this is a transnational act, that is the message that these countries will protect their interests whatever happens. Much more important is the climate that is created here and we can look in the context of propaganda action not only in the context of real threats, because it is not certain that Russia has ambitions and resources to enter some adventurous plans, as those who are antisocial are trying to portray. There is nothing that could be said that Moscow dreams of some imperialist invading operations that would be comparable to the experiences of European history and the past. First of all, it is a case that clearly shows that Russia has unresolved issues with the West and that at the moment it does the maximum resources in order to achieve a certain impact disproportionate to its actual military and political power. "

Russia and NATO pact

For the unusual behavior of Sweden, Radic has a simple answer and his opinion that the Swedish authorities have decided on this move because of the fact that the country is not a member of the NATO alliance, which means that in case of a real Russian invasion it would not be part of NATO's Mutual Defense Strategy.

"Each member of NATO has an Article 5 of the Washington Treaty, which binds countries to a mutual defense, and this mechanism has already come into force with four battalions that have been launched, and by engaging aviation of NATO members of the three Baltic republics. There are now dynamic major military exercises of NATO, Russia is conducting exercises for its part, and Sweden in this situation will not be restrained, it obviously reminds its people not to relax and to be ready for defense if there was a need for it.
